Charlie Rangel a Democrat Congressman from New York has recently introduced HR 393 which is the Universal National Service Act of 2007. This is a horrible piece of legislation that goes far beyond the scope of a military draft. Under this legislation, it would be the obligation of every citizen of the United States and every other person residing in the United States between the ages of 18 and 42 to perform two years of national service. The bill would also require males and females to both register with the selective service system by the time they are 18. Lastly and most importantly, HR 393 reauthorizes the President to implement a military draft in Section 103 of the bill.

Section 101 of the bill defines national service as military service or service in a civilian capacity that, as determined by the President promotes the national defense, including national or community service and service related to homeland security. This will effectively allow the government to establish domestic spying and tattle squads by using national security as the rationale. If all service is required to either be military or homeland security related this is exactly what will happen. It is completely anti-American to force people to serve against their will and even more anti-American to force people to potentially serve something like the Department of Homeland Security which is nothing more than a front organization being used to implement a police state in this country.
Section 103 of this bill actually reauthorizes the President to implement a military draft. This section states that people may be inducted to perform military service if any of three conditions are met. These conditions include a declaration of war; the President declares a national emergency or members of the Army, Navy, Air Force or Marine Corps are engaged in a contingency operation pursuant to a congressional authorization for the use of military force. This section goes on to say that the President shall determine the number of people who will be drafted into military service based upon the authorized end strengths of the uniformed services, the feasibility of the uniformed services to recruit sufficient volunteers to achieve such end-strength levels and to provide a mechanism for the random selection of persons to be inducted to perform military service. What this means is that based upon the needs of the uniformed services the President can provide a mechanism to randomly select people to serve in the military. This would effectively reauthorize a military draft.
Section 105 allows the President to prescribe whatever regulations necessary to carry out the legislation. The President would be able to specify the types of civilian service that would allow people to fulfill their national service obligation. The President would also be able to specify penalties for failure of performing civilian service satisfactorily. The President is also given authorization for determining compensation for people fulfilling their national service obligation. This means the President would be able to decide what jobs would satisfy an individual’s obligation to national service. Since it was already established in Section 101 that service must be national defense related these jobs could include domestic spying, implementing checkpoints and other government sanctioned fishing expeditions. All of these activities despite being unconstitutional would be conducted because of national security purposes. The President is given far too much authority to determine what would satisfy an individual’s obligation to national service.
Section 111 of the bill would require females to register with the selective service by modifying the Military Selective Service Act in the U.S. code. Interesting enough Section 105 doesn’t exempt females from a draft. This effectively means that both men and women could potentially be subject to a military draft.
This is an awful bill. I would argue that this bill if signed into law would be far worse than the draft we had in the 1960’s during the Vietnam War. It authorizes the President to force everyone between the ages of 18 and 42 to serve the New World Order and allows the President to draft both men and women into military service. It also authorizes the President to come up with draconian penalties for individuals who do not serve the New World Order. I urge everyone to read the bill for themselves at the Library of Congress. We must ensure that this legislation is defeated.
