Homeland Security Contracts for Vast New Detention Camps

Editor's Note: A little-known $385 million contract for Halliburton subsidiary KBR to build detention facilities for "an emergency influx of immigrants" is another step down the Bush administration's road toward martial law, the writer says.
BERKELEY, Calif.--A Halliburton subsidiary has just received a $385 million contract from the Department of Homeland Security to provide "temporary detention and processing capabilities."
The contract -- announced Jan. 24 by the engineering and construction firm KBR -- calls for preparing for "an emergency influx of immigrants, or to support the rapid development of new programs" in the event of other emergencies, such as "a natural disaster." The release offered no details about where Halliburton was to build these facilities, or when.
To date, some newspapers have worried that open-ended provisions in the contract could lead to cost overruns, such as have occurred with KBR in Iraq. A Homeland Security spokesperson has responded that this is a "contingency contract" and that conceivably no centers might be built. But almost no paper so far has discussed the possibility that detention centers could be used to detain American citizens if the Bush administration were to declare martial law.
For those who follow covert government operations abroad and at home, the contract evoked ominous memories of Oliver North's controversial Rex-84 "readiness exercise" in 1984. This called for the Federal Emergency Management Agency (FEMA) to round up and detain 400,000 imaginary "refugees," in the context of "uncontrolled population movements" over the Mexican border into the United States. North's activities raised civil liberties concerns in both Congress and the Justice Department. The concerns persist.
"Almost certainly this is preparation for a roundup after the next 9/11 for Mid-Easterners, Muslims and possibly dissenters," says Daniel Ellsberg, a former military analyst who in 1971 released the Pentagon Papers, the U.S. military's account of its activities in Vietnam. "They've already done this on a smaller scale, with the 'special registration' detentions of immigrant men from Muslim countries, and with Guantanamo."
Plans for detention facilities or camps have a long history, going back to fears in the 1970s of a national uprising by black militants. As Alonzo Chardy reported in the Miami Herald on July 5, 1987, an executive order for continuity of government (COG) had been drafted in 1982 by FEMA head Louis Giuffrida. The order called for "suspension of the Constitution" and "declaration of martial law." The martial law portions of the plan were outlined in a memo by Giuffrida's deputy, John Brinkerhoff.
In 1985, President Reagan signed National Security Decision Directive 188, one of a series of directives that authorized continued planning for COG by a private parallel government.
Two books, James Mann's "Rise of the Vulcans" and James Bamford's "A Pretext for War," have revealed that in the 1980s this parallel structure, operating outside normal government channels, included the then-head of G. D. Searle and Co., Donald Rumsfeld, and then-Congressman from Wyoming Dick Cheney.
After 9/11, new martial law plans began to surface similar to those of FEMA in the 1980s. In January 2002 the Pentagon submitted a proposal for deploying troops on American streets. One month later John Brinkerhoff, the author of the 1982 FEMA memo, published an article arguing for the legality of using U.S. troops for purposes of domestic security.
Then in April 2002, Defense Dept. officials implemented a plan for domestic U.S. military operations by creating a new U.S. Northern Command (CINC-NORTHCOM) for the continental United States. Defense Secretary Donald Rumsfeld called this "the most sweeping set of changes since the unified command system was set up in 1946."
The NORTHCOM commander, Defense Secretary Donald Rumsfeld announced, is responsible for "homeland defense and also serves as head of the North American Aerospace Defense Command (NORAD).... He will command U.S. forces that operate within the United States in support of civil authorities. The command will provide civil support not only in response to attacks, but for natural disasters."
John Brinkerhoff later commented on PBS that, "The United States itself is now for the first time since the War of 1812 a theater of war. That means that we should apply, in my view, the same kind of command structure in the United States that we apply in other theaters of war."
Then in response to Hurricane Katrina in Sept. 2005, according to the Washington Post, White House senior adviser Karl Rove told the governor of Louisiana, Kathleen Babineaux Blanco, that she should explore legal options to impose martial law "or as close as we can get." The White House tried vigorously, but ultimately failed, to compel Gov. Blanco to yield control of the state National Guard.
Also in September, NORTHCOM conducted its highly classified Granite Shadow exercise in Washington. As William Arkin reported in the Washington Post, "Granite Shadow is yet another new Top Secret and compartmented operation related to the military's extra-legal powers regarding weapons of mass destruction. It allows for emergency military operations in the United States without civilian supervision or control."
It is clear that the Bush administration is thinking seriously about martial law. Many critics have alleged that FEMA's spectacular failure to respond to Katrina followed from a deliberate White House policy: of paring back FEMA, and instead strengthening the military for responses to disasters.
A multimillion program for detention facilities will greatly increase NORTHCOM's ability to respond to any domestic disorders.

Maybe a lifetime in the news business makes one paranoid. Or maybe it was just a matter of timing. The story showed up in Tuesday's Press-Telegram, as I was reading "Night," Elie Wiesel's horrifying autobiography of a teenager in Buchenwald and Auschwitz.
Appearing on page A5, the story said the federal government had awarded a $385 million contract for the construction of "temporary detention facilities." These would be used, the story said, in the event of an "immigration emergency."
Jamie Zuieback, an official with U.S. Immigration and Customs Enforcement (ICE), explained such an emergency like this: "If, for example, there were some sort of upheaval in another country that would cause mass migration, that's the type of situation that the contract would address."
That sounds a tad fuzzy, but let's concede that the camps do have something to do with immigration, illegal or not. In fact, there already are thousands of beds in place at various U.S. locations for the purpose of housing illegal immigrants.
But for anyone familiar with history U.S. or European the construction of detention camps for whatever purpose should prompt a chilling scenario.
Same folks The new detention camps will be built by Kellogg, Brown and Root (KBR), a subsidiary of Halliburton. The latter, as you likely know, is the defense-related corporate giant with fists full of contracts involving the war in Iraq. Halliburton was led by Vice President Dick Cheney from 1995 to 2000. Democrats in Congress have accused the administration of favoring the company via no-bid contracts. But KBR says the detention contract was competitive.
Tuesday's story also said the contract was awarded by the Army Corps of Engineers. However, Halliburton says it was awarded by the Department of Homeland Security in support of ICE.
The contract is for a year, but includes four one-year options. It is a renewal of an existing ICE contract, notes Halliburton.
KBR, in fact, had the $9.7 million contract to build the detention facility at Guantanamo Bay Naval Base, Cuba. This facility, popularly dubbed "Gitmo," holds 660 prisoners classified by the government as "enemy combatants."
Anyone care? This column is written with the distinct feeling that not many people will give a hoot about any or all of this. But as already noted, a news story about construction of government detention centers should give us all pause. Considering what took place in Nazi Germany, as well as the shameful incarceration of Japanese-Americans in 1942, no detention camp should be built without the widest possible public scrutiny.
Bottom line: The contract cries out for greater attention. So far, the government's expressed reason for building them is insufficient and ill-defined. And even if the camps do relate to illegal immigration, their purpose could be changed overnight.
This is an instance in which we could be well served by our representatives in Congress. They need to look at this and give constituents a better picture of what is going on.
Let's not have it said, years from now, that no one ever questioned this.

Paranoia should now be the normal state of mind for thinking people. Sneers and dismissive remarks about "conspiracy theorists" must be ignored. We don't want to end up like the proverbial frog who boils to death because the heat was turned up slowly. The Bush administration is becoming ever more brazen in its effort to snoop on the American people. The Attorney General is making the case that warrants aren't needed if the government wants to spy on us. Unlimited government power is predictably effective. Anyone not wire tapped, investigated or banned from airplanes will be too intimidated to speak up or even to "Google." The Bushmen are too smart to only go after political opponents. Instead they are honing their tactics on everyone who does an internet search, a majority of people in the nation. Under the guise of investigating the extent of child pornography on the internet, the ironically named Justice Department demanded that the largest search engines in the country turn over the results of millions of internet searches in the country. Yahoo, MSN and AOL all gave up without a fight and handed big brother the results of your inquiries on any and every issue or topic. Only Google challenged the subpoena in court. If internet snooping doesn't give one pause, then Halliburton can always be counted on to frighten anyone with half a brain. Vice President Dick Cheney's personal cash cow is the lucky beneficiary of yet another government contract. The Halliburton story of banana republic corruption is well known to anyone not living under a rock. Because their crimes have gone unpunished, news of Halliburton chicanery barely raises eyebrows anymore. Halliburton's latest contract strikes close to home, literally, and doesn't allow them to build barracks in Iraq or clean up after hurricane Katrina. What ought to shock and terrify every American is that KBR, a Halliburton subsidiary, was awarded a $385 million contract to build "temporary detention facilities" in case of an "immigration emergency": "The contract may also provide migrant detention support to other U.S. Government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster. In the event of a natural disaster, the contractor could be tasked with providing housing for ICE (Immigration and Customs Enforcement) personnel performing law enforcement functions in support of relief efforts." Anyone paying a little bit of attention will ask, "What immigration emergency?" If there is an immigration emergency looming on the horizon it is a big secret. Of course immigrants will be the first ensnared in the net that big brother Bush has in mind, but the net won't stop with them. What sort of national emergency requires detention centers? America has plenty of prisons. More of our population is behind bars than in any country on earth. There are detention centers for immigration in existence already. As for helping in case of a natural disaster, hurricane Katrina proved that saving American lives is not on the Bush agenda. When the word detention comes up, hairs should rise on the back of every neck. Thanks to the Patriot Act and the creation of "enemy combatants" these detention centers can be used to lock up anyone for any reason for any length of time that Uncle Sam wishes. In the best case scenario, this contract may be just the latest hand out to the welfare queen of corporate America. It is a sad day indeed when we must hope that good old fashioned greed, and nothing more, is at work with this latest theft from the United States treasury. Even if greed is the larger part of the equation, the threat of taking our rights and subjecting us to fear cannot be far from the minds of Dick Cheney and his ilk. Bush has successfully used fear to stay in power and quiet the ineffectual opposition. When questions arose about the legality of warrantless wiretaps, suddenly Bush revealed a three year old plot to crash a plane into a Los Angeles skyscraper. This announcement was even news to the mayor of Los Angeles, leading the cynical among us, the smart people, to ask if such a threat ever existed in the first place. What sort of national emergency will trigger the beginning of detentions? Probably not Mexicans heading for the border. If Democrats show uncharacteristic boldness and begin impeachment proceedings against Bush, we will begin to see Guantanamo and Abu Ghraib on U.S. soil. The endless war on terror would no doubt be a pretext for detentions of immigrants or Americans. Just ask Jose Padilla, the American citizen accused of planning "dirty bomb" attacks. Actually you can't ask Padilla anything. He hasn't seen the outside of a jail in years. An entirely new category of criminals, enemy combatants, was created to justify endless incarceration. If our government is planning to create more Padillas, Halliburton definitely needs a new contract. You can look it up, if you dare. Gulags For American Citizens In Final Planning Stages Halliburton sex slave trade criminals prepare camps for political dissidents

Bush administration and US army preparations to target American citizens and intern them in forced labor camps has vastly accelerated in the past month and commentators from all over the political spectrum are sounding the alarm bells that the round-ups may begin soon.
Once the bane of the media's stereotypical 'tin foil hat wearing' caricatures, concentration camps in America are now serious news and no one is laughing.
Following the news first given wide attention by this website, that Halliburton subsidiary Kellogg, Brown and Root had been awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency, the Alternet website put together an alarming report that collated all the latest information on plans to initiate internment of political subversives and Muslims after the next major terror attack in the US.
The article highlighted the disturbing comments of Sen. Lindsey Graham, who encouraged torture supporting Attorney General Alberto Gonzales to target, "Fifth Columnists" Americans who show disloyalty and sympathize with "the enemy," whoever that enemy may be.
It is important to stress that the historical precedent mirrors exactly what the Halliburton camp deal outlines. Oliver North's Reagan era Rex 84 plan proposed rounding up 400,000 refugees, under FEMA, in the event of "uncontrolled population movements" over the Mexican border into the United States.
The real agenda, just as it is with Halliburton's gulags, was to use the cover of rounding up immigrants and illegal aliens as a smokescreen for targeting political dissidents. From 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list.
The current terrorist suspect list was recently revealed to contain the names of 325,000 people. The government claimed that only a tiny fraction were American citizens living in America but when compared to the potential terrorist list in the UK, which under section 44 of the terrorism act has ensnared at least 119,000 people, most of them innocent protesters, the number is likely to be far higher. Britain's population is only 60 million compared to the US at 295 million.
Halliburton, through their KBR subsidiary, is the same company that built most of the major new detention camps in Iraq and Afghanistan. KBR have been embroiled in a human sex slave trade that their representatives have lobbied to continue.
We have a company that has been handed a contract to build prison camps in America that is engaged in trafficking young girls and women. Can this horror movie get any more frightening?
A much discussed and circulated report, the Pentagon's Civilian Inmate Labor Program, has recently been updated and the revision details a "template for developing agreements" between the Army and corrections facilities for the use of civilian inmate labor on Army installations."
The plan is clearly to swallow up disenfranchised groups likes prisoners and Muslims at first and then extend the policy to include 'Fifth Columnists,' otherwise known as anyone who disagrees with the government or exercises their Constitutional rights.
Respected author Peter Dale Scott speculated that the "detention centers could be used to detain American citizens if the Bush administration were to declare martial law."
Daniel Ellsberg, former Special Assistant to Assistant Secretary of Defense, called the plan, "preparation for a roundup after the next 9/11 for Mid-Easterners, Muslims and possibly dissenters. They've already done this on a smaller scale, with the 'special registration' detentions of immigrant men from Muslim countries, and with Guantanamo."
George Bush has declared himself to be dictator and to have supreme power over and above the limitations of the US Constitution. Bush administration officials like Alberto Gonzales have declared Bush to be "above the law." White House advisors are openly discussing the legality of crushing a child's testicles as part of the war on terror. Preparation for the internment of thousands of Americans who are 'disloyal' in times of emergency are afoot.
The next step is clearer than it has ever been. One more large scale staged terror attack in America and the result will be martial law. When even famous singers like Morrissey are being detained and questioned by the secret service for "speaking out against the American and British governments," we know we are in a lot of trouble.

The government's plans for an 'immigration emergency' include relocation and detention centers -- courtesy of Kellogg, Brown and Root.
This is part two of a two-part series on new immigration and detention centers in the United States. Read part one of the series, "Bush's Mysterious 'New Programs'," by Nat Parry.
Some time between now and 2010, the U.S. government expects some uninvited guests -- a massive influx of undocumented immigrants. In preparation for their arrival, the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) backed the National Intelligence Reform and Terrorism Prevention Act of 2004, which mandates 40,000 new beds and barracks for foreign-born refugees at four undisclosed locations over the next five years.
On Jan. 3, 2006, the Army Corps of Engineers (USACE) expanded an existing contract held by Halliburton subsidiary Kellogg, Brown and Root (KBR) and renewed it to accommodate up to 20,000 refugees from environmental and political disasters. A future expansion in 2008 calls for another 20,000 beds.
Detention of immigrants and other undesirables without charge is nothing new. After the Civil War, many states supplied troops and police to assist private armed guards to arrest and detain striking workers. In 1918, Attorney General Mitchell Palmer and a youthful 24-year-old J. Edgar Hoover launched raids to round up and deport alleged subversives. In the fall of 1934, striking textile workers were interned in camps at Fort MacPherson outside Atlanta, Ga. Congress approved the Internal Security Act of 1950, including FBI Director Hoover's "Security Portfolio," a plan to arrest and detain up to 20,000 dissidents. 1984 Director of Federal Emergency Management Administration (FEMA) under Ronald Reagan reconstituted a readiness exercise, Operation Night Train, code-named REX 84, a potential roundup of up tens of thousands of Central Americans residing in the United States for internment in ten military detention centers.
But the difference here is that the emergency detention and removal plans for 2006-2010 are built on a new contingency support contract. Originally awarded in 1999 by the now-defunct Immigration and Naturalization Service, the contract sought logistical support for imagined immigration events. Contingency support contracts are good business for KBR, which provides insurance for calamities that don't happen.
When George Bush and Dick Cheney moved to Washington, many Texas-based companies teed up for contract extensions and new business opportunities. Among them, KBR was viewed by many in the defense contracting industry as a capable, fast and far-reaching company. KBR has been awarded the last three expanded improved detention center contracts administered by the Army Corps. The awards often come well in advance of the expiration date.
Take the latest detention center contract between DHS/ICE and KBR: The solicitation went to 26 vendors of detention and logistical support services, 11 of them based in Texas. As with most large service contracts entailing indefinite delivery, indefinite quantity and rapid response time, Halliburton's KBR submitted the only bid for the work. While this does not constitute another "cost-plus no-bid contract," which have been cited as particularly vulnerable to abuse and fraud, the contract award to a single bidder doesn't lend itself to much competitive pricing. Contracting officer Linda Eadie of the U.S. Army Corps' Fort Worth, Texas, district, who administrated the DHS/ICE deal with KBR disagreed: "This is a cost-plus contract, but it is not a no-bid. The procurement was competitively negotiated."
During the contract negotiations, Hurricane Katrina hit the Gulf Coast. USACE learned the hard way about the limitations of the 2001-2005 contract. The existing contract responded to an "immigration emergency," not a "migration emergency." Hurricane Katrina involved "evacuees" from within the United States, and not "refugees" or immigrants from abroad. Under the contract, no task orders could be issued, with the exception of a requirement to perform readiness exercises on a moment's notice. Under that provision, DHS ordered KBR to provide temporary shelter for DHS and ICE officials in New Orleans for $7 million.
In the "recompete" solicitation for the detention and relocation centers, USACE modified the terms. Under the new contract, the detention and relocation centers will be able to hold both immigrant refugees from U.S.-born natural disasters and foreign-born natural disasters. This new program expands the DHS Contingency Support Project and ICE's Detention and Removal Program. In the event of another Katrina-like flood, ICE, with KBR's logistical support, will perform a large-scale migrant catch and release program.
DHS and ICE determine what constitutes an immigration emergency. But no one from ICE or DHS has responded to queries about specific scenarios that would order KBR to act on the contract. A KBR press release from Jan. 24 quotes Bruce Stanski, executive vice president, KBR Government and Infrastructure, who "looks forward to supporting the development of new programs."
Could an immigration emergency be declared tomorrow in Arizona, Texas or California at the urging of conservative political leaders from those regions? Is this program the foundation of internment camps on U.S. soil again? Evacuee resettlement facilities can be converted into detention centers at-the-quick. An Army Corps procurement analyst told me, "Mobile watchtowers are easily wheeled onto the corners of barbed-wired tent camps."
The stated intentions of the contract and acquisition plan do not include those features. Linda Eadie explained that KBR's work could prevent a humanitarian catastrophe in the event of natural disasters such as floods, plagues, tidal waves, hurricanes, earthquakes or a political crisis abroad, like "the fall of a current or future government." USACE maintains it's money well spent on a de facto insurance plan against a humanitarian disaster, offering public shelter for evacuees from a variety of storms, natural disasters, human-induced events.
Immigration lawyers and migrant advocates warn that the government plans to detain and remove more people, including asylum seekers. Attorney Ahilan Arulanantham with the ACLU of Southern California told AlterNet, "Obviously, if the government's intentions are to care for refugees displaced by a natural disaster, we have no problem with that. But with the numbers of detentions, which have exploded since 1996 and more so after Sept. 11 -- and remember after 9/11, the government detained over 1,000 people in New York City, none of whom were linked to terrorist activity -- based on stories like these, we fear that their program could victimize people fleeing persecution or calamity, the very people that the program is designed to help."
The most recent award to KBR announced on Jan. 3, 2006, extends and expands the existing contract, as part of the DHS Contingency Support Project and ICE's Detention and Removal Program. Kellogg, Brown and Root will get $481,212 per year to maintain readiness.
"Rapid response capability is expensive," writes Debra Pulling, one of the U.S. Fort Worth district Army Corps contracting officers, in a memorandum. If called into duty, KBR would have access to a maximum amount of $385 million per deployment. Given the increased frequency and intensity of Gulf Coast hurricanes alone, five deployments would cost more than $1.9 billion over five years.
Each of the four detention centers would accommodate a single male population consisting of 40 percent of the total detainees, 10 percent single female, 40 percent families with children, and 10 percent criminal and sick. Each location will have three different checkpoints: a temporary staging facility where up to 5,000 can be housed and fed for up to 72 hours, and 1,800 can be processed a day; a transfer point holding up to 600 migrants for up to three months before relocation; and to accommodate longer stays for criminal and sick detainees, a temporary detention center where potential terrorist threats can be processed for "rendition" to a site outside the continental United States. Notable among the specifications for KBR is the Department of Defense security requirement for "secret" classification of assigned personnel.
Relating to potential task orders, a Corps memorandum states: "Although this contract will be executed inside the United States, it is likely to be used only during periods of significant political unrest affecting countries near to the United States. Such unrest, quite apart from its impact in creating a large number of refugees, may constitute a serious threat to the United States, which could result in the deployment of military forces. This contract requires an immediate stand up of facilities that will receive a large influx of refugees. It is anticipated that the refugees will not speak the language, and the circumstances may involve a hostile environment within the camp. Consequently, a potential for violence will exist in the camps. While there may or may not be a deployment of U.S. troops, there certainly will be a deployment of border patrol and other law enforcement agents, in a quasi-military manner."
The flexibility redrawn into the contract for these relocation and detention centers has alarmed human rights supporters both inside and outside the U.S. Army Corps of Engineers. [AU: WHY?] One anonymous source within USACE warned, "Don't wait until they're putting people behind barbed wire. Don't wait until the cattle cars pull up. Nip this in the bud."
A representative from the New Jersey Civil Rights Defense Committee remarked, "To offer help at gunpoint, where people are not free to accept or reject it, is not really help."
An ICE spokesman told the New York Times on Feb. 4, 2006 that if a migration emergency does not happen, the detention centers may never need to be built. In fact, KBR is not planning to build anything. Existing structures, be they a local stadium, warehouse or airplane hangar, will be leased for a given period of time.
The prospective demand and requirements for this expanded emergency response activity is in the hands of government agencies. They'll be the ones to decide what constitutes an emergency, be it Category 4 hurricanes in the Gulf Coast, coup d'etats in Haiti, African killer bee-induced evacuations of Northern Mexico or, less dramatically, the mass influx of immigrants that crosses the U.S. border after the Christmas holidays. Whatever the emergency is, and whatever poor folks will be rounded up, one thing is certain: They will not be free to leave, and their hosts for the next five years will be Kellogg, Brown and Root.

The catalyst for the agenda to intern millions of Americans deemed subversive in a time of manufactured chaos could be race riots kick-started by radicalized Mexican Klan groups and their establishment controllers.
Yesterday we reported on the immigration protests that are a front for the violent separatist Atzlan movement. After watching Spanish TV news stations we were able to ascertain that the marches were not wholly an organic response to the introduction of the immigration bill but were being artificially promoted and organized by the Spanish-language media.
The Associated Press reported today that, "Many of the 500,000 people who crammed downtown Los Angeles on Saturday to protest legislation that would make criminals out of illegal immigrants learned where, when and even how to demonstrate from the Spanish-language media.
"For English-speaking America, the mass protests in Los Angeles and other U.S. cities over the past few days have been surprising for their size and seeming spontaneity."
"But they were organized, promoted or publicized for weeks by Spanish-language radio hosts and TV anchors as a demonstration of Hispanic pride and power."
In reality the foundation of the protests is not the Sensenbrenner bill but part of an orchestrated advance on the part of a race hate movement that seeks to enact a brutal program of ethnic cleansing that will wipe uncooperative whites and blacks from the south and western states off the map, as detailed in our previous article.
The Atzlan movement openly states its goal is to create a separatist state that encompasses the entire southern and western states. Their version of Hitler's Mein Kampf is the Plan of San Diego, which outlines the plan to ethnically cleanse the entire region of whites and blacks by mass genocide. Mecha's own slogan reads, "For the race everything. For those outside the race, nothing." Photographs and statements purposefully ignored by the mainstream media characterize this week's protests as part of this agenda, with Mexican flags outnumbering US flags a hundred to one and groups carrying signs that read, "This is our continent, not yours!" and, "We are indigenous! The only owners of this continent!"
Extremist Mexican websites admit that US flags were only handed out to make it appear as if the protesters were looked on as if 'part of America' and not a violent rabble of rampaging invaders.
What the La Reconquista movement remains blissfully unaware of is that it is being used as sacrificial bait by its elitist puppet-masters to engender a race war that will eventually ensnare both radical Hispanics and white and black Americans in a carefully laid trap.
During the Iran Contra hearings in the 80's, previously classified information came to light about Continuity of Government (CoG) procedures in times of national crisis. The masterminds behind these programs were Oliver North, Donald Rumsfeld and Dick Cheney and the Rex-84 'readiness exercise' discussed the plan to round up immigrants and detain them in internment camps in the context of uncontrolled population movements across the Mexican border.
The real agenda was to use the cover of rounding up immigrants and illegal aliens as a smokescreen for targeting political dissidents and American citizens . From 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list.
Since 9/11 shadow government and CoG programs that were outlined in Rex-84 have been activated, including mass warrantless wiretapping of American citizens. The internment camp program is being readied for execution following the announcement on January 24th that Halliburton subsidiary KBR (formerly Brown and Root) had been awarded a $385 million contingency contract by the Department of Homeland Security to build detention camps.
A much discussed and circulated report, the Pentagon's Civilian Inmate Labor Program, has recently been updated and the revision details a "template for developing agreements" between the Army and corrections facilities for the use of civilian inmate labor on Army installations."
The pretext given for which the camps would be used as reported by the New York Times was stated as, "an unexpected influx of immigrants, to house people in the event of a natural disaster or for new programs that require additional detention space."
Mexican racial superiority groups are being protected and funded by the elite in order to create a backlash from middle class white and black Americans that will lead to a fully fledged race war. This in turn will result in American citizens applauding the actions of law enforcement when they finally step in to restore order, rounding up the violent extremists Mexicans and taking them to the camps. Mixed in will be political subversives but the desire for calm will provide the necessary smokescreen for this to take place without sufficient resistance. To make absolutely sure, the Globalists could couple the race war with a suitcase nuke attack or a biological release blamed on the rioting foreign extremists or their terrorist sympathizers.
Sectarian and racial violence is a favored method of divide and conquer. We have seen it used in Northern Ireland, throughout Africa and the Balkans, and now in present day Iraq.
An invading army of radicalized foreigners with an agenda of racial purity is massing and yet the government of Virginia is releasing manuals to its law enforcement and state employees telling them that property rights activists are terrorists.
Whether they are accompanied by a terrorist attack or not, stage managed race riots and the government's carefully prepared response to them are likely to be America's next 9/11. Hispanic Klan groups need to switch off for a second their Ford Foundation propaganda spewing establishment brainwashing and realize that they are pawns for a wider malthusian master plan that threatens to turn America into a police state a hundred times more tyrannical than even their beloved Mexico, and that they will be its first victims.

FEMA CONCENTRATION CAMPS: Locations and Executive Orders
There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached.
The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

ILLINOIS Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is beieved to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.
INDIANA Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decomissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minumum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a "state-owned" prison compound on the southern part of the facility.
UNICOR . Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Facility is equipped with an airfield and has a nearby rail line. Newport - Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

KENTUCKY Ashland - Federal prison camp in Eastern Kentucky near the Ohio River. Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington - FEMA detention facility, National Guard base with adjacent airport facility. Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Area is an isthmus extending out from Tennessee, between Lake Barkley on the east and Kentucky Lake on the west. Just scant miles from Fort Campbell in Tennessee.
LOUISIANA Ft. Polk - This is a main base for UN troops & personnel, and a training center for the disarmament of America. Livingston - WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale - Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk.
MAINE Houlton - WWII German internment camp in Northern Maine, off US Route 1.
MARYLAND, and DC Ft. Meade - Halfway between the District of Criminals and Baltimore. Data needed. Ft. Detrick - Biological warfare center for the NWO, located in Frederick.

NEVADA Elko - Ten miles south of town. Wells - Camp is located in the O'Niel basin area, 40 miles north of Wells, past Thousand Springs, west off Hwy 93 for 25 miles. Pershing County - Camp is located at I-80 mile marker 112, south side of the highway, about a mile back on the county road and then just off the road about 3/4mi. Winnemucca - Battle Mountain area - at the base of the mountains. Nellis Air Force Range - Northwest from Las Vegas on Route 95. Nellis AFB is just north of Las Vegas on Hwy 604. NEW JERSEY Ft. Dix / McGuire AFB - Possible deportation point for detainees. Lots of pictures taken of detention compounds and posted on Internet, this camp is well-known. Facility is now complete and ready for occupancy.
NEW MEXICO Ft. Bliss - This base actually straddles Texas state line. Just south of Alomogordo, Ft. Bliss has thousands of acres for people who refuse to go with the "New Order". Holloman AFB (Alomogordo)- Home of the German Luftwaffe in Amerika; major UN base. New facility being built on this base, according to recent visitors. Many former USAF buildings have been torn down by the busy and rapidly growing German military force located here. Fort Stanton - currently being used as a youth detention facility approximately 35 miles north of Ruidoso, New Mexico. Not a great deal of information concerning the Lordsburg location. White Sands Missile Range - Currently being used as a storage facility for United Nations vehicles and equipment. Observers have seen this material brought in on the Whitesands rail spur in Oro Grande New Mexico about thirty miles from the Texas, New Mexico Border.
NEW YORK Ft. Drum - two compounds: Rex 84 detention camp and FEMA detention facility. Albany - FEMA detention facility. Otisville - Federal correctional facility, near Middletown. Buffalo - FEMA detention facility.
NORTH CAROLINA Camp Lejeune / New River Marine Airfield - facility has renovated, occupied WWII detention compounds and "mock city" that closely resembles Anytown, USA. Fort Bragg - Special Warfare Training Center. Renovated WWII detention facility. Andrews - Federal experiment in putting a small town under siege. Began with the search/ hunt for survivalist Eric Rudolph. No persons were allowed in or out of town without federal permission and travel through town was highly restricted. Most residents compelled to stay in their homes. Unregistered Baptist pastor from Indiana visiting Andrews affirmed these facts.
NORTH DAKOTA Minot AFB - Home of UN air group. More data needed on facility.
OHIO Camp Perry - Site renovated; once used as a POW camp to house German and Italian prisoners of WWII. Some tar paper covered huts built for housing these prisoners are still standing. Recently, the construction of multiple 200-man barracks have replaced most of the huts. Cincinnati, Cleveland, Columbus - FEMA detention facilities. Data needed. Lima - FEMA detention facility. Another facility located in/near old stone quarry near Interstate 75. Railroad access to property, fences etc.
OKLAHOMA Tinker AFB (OKC) - All base personnel are prohibited from going near civilian detention area, which is under constant guard. Will Rogers World Airport - FEMA's main processing center for west of the Mississippi. All personnel are kept out of the security zone. Federal prisoner transfer center located here (A pentagon-shaped building where airplanes can taxi up to). Photos have been taken and this site will try to post soon! El Reno - Renovated federal internment facility with CURRENT population of 12,000 on Route 66. McAlester - near Army Munitions Plant property - former WWII German / Italian POW camp designated for future use. Ft. Sill (Lawton) - Former WWII detention camps. More data still needed.
OREGON Sheridan - Federal prison satellite camp northwest of Salem. Josephine County - WWII Japanese internment camp ready for renovation. Sheridan - FEMA detention center. Umatilla - New prison spotted.
PENNSYLVANIA Allenwood - Federal prison camp located south of Williamsport on the Susquehanna River. It has a current inmate population of 300, and is identified by William Pabst as having a capacity in excess of 15,000 on 400 acres. Indiantown Gap Military Reservation - located north of Harrisburg. Used for WWII POW camp and renovated by Jimmy Carter. Was used to hold Cubans during Mariel boat lift. Camp Hill - State prison close to Army depot. Lots of room, located in Camp Hill, Pa. New Cumberland Army Depot - on the Susquehanna River, located off Interstate 83 and Interstate 76. Schuylkill Haven - Federal prison camp, north of Reading.
SOUTH CAROLINA Greenville - Unoccupied youth prison camp; total capacity unknown. Charleston - Naval Reserve & Air Force base, restricted area on naval base.
SOUTH DAKOTA Yankton - Federal prison camp Black Hills Nat'l Forest - north of Edgemont, southwest part of state. WWII internment camp being renovated.
TENNESSEE Ft. Campbell - Next to Land Between the Lakes; adjacent to airfield and US Alt. 41. Millington - Federal prison camp next door to Memphis Naval Air Station. Crossville - Site of WWII German / Italian prison camp is renovated; completed barracks and behind the camp in the woods is a training facility with high tight ropes and a rappelling deck. Nashville - There are two buildings built on State property that are definitely built to hold prisoners. They are identical buildings - side by side on Old Briley Parkway. High barbed wire fence that curves inward.
TEXAS Austin - Robert Mueller Municipal airport has detenion areas inside hangars. Bastrop - Prison and military vehicle motor pool. Eden - 1500 bed privately run federal center. Currently holds illegal aliens. Ft. Hood (Killeen) - Newly built concentration camp, with towers, barbed wire etc., just like the one featured in the movie Amerika. Mock city for NWO shock- force training. Some footage of this area was used in "Waco: A New Revelation" Reese AFB (Lubbock) - FEMA designated detention facility. Sheppard AFB - in Wichita Falls just south of Ft. Sill, OK. FEMA designated detention facility. North Dallas - near Carrolton - water treatment plant, close to interstate and railroad. Mexia - East of Waco 33mi.; WWII German facility may be renovated. Amarillo - FEMA designated detention facility Ft. Bliss (El Paso) - Extensive renovation of buildings and from what patriots have been able to see, many of these buildings that are being renovated are being surrounded by razor wire. Beaumont / Port Arthur area - hundreds of acres of federal camps already built on large-scale detention camp design, complete with the double rows of chain link fencing with razor type concertina wire on top of each row. Some (but not all) of these facilities are currently being used for low-risk state prisoners who require a minimum of supervision. Ft. Worth - Federal prison under construction on the site of Carswell AFB.
UTAH Millard County - Central Utah - WWII Japanese camp. (Renovated?) Ft. Douglas - This "inactive" military reservation has a renovated WWII concentration camp. Migratory Bird Refuge - West of Brigham City - contains a WWII internment camp that was built before the game preserve was established. Cedar City - east of city - no data available. Wendover - WWII internment camp may be renovated. Skull Valley - southwestern Camp William property - east of the old bombing range. Camp was accidentally discovered by a man and his son who were rabbit hunting; they were discovered and apprehended. SW of Tooele.
VIRGINIA Ft. A.P. Hill (Fredericksburg) - Rex 84 / FEMA facility. Estimated capacity 45,000. Petersburg - Federal satellite prison camp, south of Richmond.
WEST VIRGINIA Beckley - Alderson - Lewisburg - Former WWII detention camps that are now converted into active federal prison complexes capable of holding several times their current populations. Alderson is presently a women's federal reformatory. Morgantown - Federal prison camp located in northern WV; just north of Kingwood. Mill Creek - FEMA detention facility. Kingwood - Newly built detention camp at Camp Dawson Army Reservation. More data needed on Camp Dawson.
WASHINGTON Seattle/Tacoma - SeaTac Airport: fully operational federal transfer center Okanogan County - Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. This is probably one of the locations that will be used to hold hard core patriots who will be held captive for the rest of their lives. Sand Point Naval Station - Seattle - FEMA detention center used actively during the 1999 WTO protests to classify prisoners. Ft. Lewis / McChord AFB - near Tacoma - This is one of several sites that may be used to ship prisoners overseas for slave labor.
WISCONSIN Ft. McCoy - Rex 84 facility with several complete interment compounds. Oxford - Central part of state - Federal prison & staellite camp and FEMA detention facility.
WYOMING Heart Mountain - Park County N. of Cody - WWII Japanese interment camp ready for renovation. Laramie - FEMA detention facility Southwest - near Lyman - FEMA detention facility East Yellowstone - Manned internment facility - Investigating patriots were apprehended by European soldiers speaking in an unknown language. Federal government assumed custody of the persons and arranged their release.
